April and early May is the time of year to see beautiful carpets of bluebells in woodland, depending on general and local weather conditions.
Bluebells like moist and shady conditions, so they generally grow in wooded areas.
It's illegal to dig up wild bluebells (unless you own the land) and it's illegal to sell them. Any you see for sale in garden centres wil be Spanish bluebells (Hyacinthoides hispanica rather than the English bluebell Hyacinthoides non-scripta). In England and Wales you can pick the leaves and flowers for your own use (in Scotland you may be charged). However, the flowers are quick to wilt so you probably won't be able to enjoy them at home as much as you - and other people - will enjoy them in the wild.
